Then, of course, there is the person that calls 911 claiming to be trapped
in their car because their battery is dead and the electric door locks don't
work - 
No clue there is a mechanical means of un-locking the door.   I'll bet that
the average PSAP operator can tell you some stories !

We had a contractor show up at our transmitter to bid on some work. When he
went to leave he found he could not get into his car. The RF was keeping his
remote key from working. After trying unsuccessfully to get in his car for
several minutes he found me and asked if I could help with his problem. I
pointed out there was a key on his fob and that it would open his car door.
He told me he had never used it and didn't think to try it.

When the technology you are used to using fails, some people are just lost.
Remember when phone books had emergency information? Everybody used to have
phone books in their homes and they didn't need batteries. Today there is no
equivalent.

Bill - I love your recently posted observation -

One thing that I learned from the Santa Rose fire was that too many people
did not know how to open their garage door after the power died.
