[EAS] IL. GOV. may use EAS as a call to action to recall and mobobilize medical workers

In his daily briefing, a reporter asked the Illinois governor about using
EAS to recall retired medical pros. He said it is a possibility.

I'm thinking WEA, but it would fall under the CEM banner to be certain.

City of Chicago already has used WEA to close the lakefront parks and trails.
