[EAS] IL. GOV. may use EAS as a call to action to recall and mobobilize medical workers

If the Governor wants to use EAS or WEA for such an activation, he'd better prepare every PSAP and Dispatch Center to be swamped with calls. BTDT and it wasn't pretty.
