[EAS] [EXTERNAL] Weird CAE

Kentucky EMA issued the CAE and had it sent through NOAA, where it was picked up in the Ohio South Central Operational Area and made its way (poor audio in multi-hop relay, as you noted!) across Ohio.   I can only imagine how bad it was by the time it got to Toledo.    Why it was coded for ALL of Ohio (and WV, for that matter) is unfortunate, given what is stated in the alert originated by KY EMA.

I've attached the original audio file from NOAA, as received by PN WSGR in South Central ops, and by WNCI, the SP-1 for the state.  WNCI's relay to Toledo would have gone directly to WRVF, the LP1 in Toledo, and then relayed to your client.   As you can hear in the WNCI audio clip, it was trashed when it got to Columbus.    Several over the air hops from South Central to Columbus.    All being reviewed.
