[EAS] WEAs coming on masks

23 alert originators (COGs) have mentioned "masks" in 31 IPAWS messages 
through July 15, 2020.

Reeves County, Texas was the earliest to mention "masks" on April 15, 2020.

New Mexico (7/3/2020) and Michigan (4/24/2020 and 7/13/2020) were the only 
states to issue state-wide IPAWS messages mentioning "masks" through
July 15, 2020.  I believe Colorado will also issue a state-wide IPAWS 
today.
