Remember the 2018 National Periodic Test using WEA?  Some people went 
bonkers about that.  Its too late to worry about anything becoming 
politicized, since everything seems to have been politicized.

In South Korea, the public complain about daily "keep up morale" messages 
sent through its mobile alert system.  The South Korean public seemed to 
appreciate other types of alert messages, as long as the 
interruptions aren't too frequent.

For people interested in how different state and local officials
are using WEA and IPAWS, and don't have JSON skills, I've used the 
OpenFEMA dataset to create 2020 monthly Excel spreadsheets of alerts
