Governor Whitmer in Michigan did the same thing.  In response the legislature is considering putting restrictions on WEA use to traditional emergency notices.  See story at the FoxNews website.

When you politicize the use of the emergency alert system soon people will ignore the messages, and, if they can figure out how to do it, disable alerts on their phones.
