Yes, CO did send out an alert at 9am MT time. I'm at work in a broadcast facility where we have some cell phones handy for getting a hold of on-call employees/finding sick coverage. Only one of them received the alert and my personal cell phone did not receive it. Might take some time with the sheer number of phones it's being sent to, but going to pay close attention to see if for some reason it never comes through.
