[EAS] A rogue EAN

Hate to tell you, but monitoring two sources of national EAS Messages has
been a requirement for many years.
Working with our State SECC for the last 25 years that's been one of our
challenges. Due to our topography
(Washington State and the Cascade Mountains) relaying the output of our PEP
(KIRO in Seattle) across the State was easy as we used our existing EBS
State Relay Network (Law Enforcement microwave backbone and a number of
mountain top VHF transmitters) to get the PEP into every station, cable
system etc.
Doing this with redundancy (2 sources for each station) has been a challenge
that only lately could be accomplished thanks to the PEP system getting help
from - NPR, SiriusXM, Premiere Sat Network etc. Our SECC's goal of getting
2-sources to every LP in the State has been met with the help of 3
additional 'Distribution Systems (Radio Station Networks) This is the only
place where we do Monitoring Assignments. We provide a list of LP's for
each Operational Area and let those facilities further down the line chose
two that work for them.

Well if it's obsolete, we didn't get the memo here.
Our newly revised state plan requires monitoring a PEP source.
Might have been archaeologically dug up from the fossil records and
re-instated... something about requiring two national sources for EANs
now??? That's what those who shall not be denied tell us anyway.
