[EAS] New EAS rules

Continuous alerts:  I was in college, but I still remember when some E-nothing at a base in Washington put the wrong punched ribbon in the teletype machine one Saturday.
Ding-ding-ding!!! ten bells on the UPI machine.

Official status for state EAS bodies.  Could get interesting.  FCC threatens fine because a station is not monitoring the "official" relay station in the state plan (on the wrong side of the mountain). Station joins state EAS folks in a law suit. Or, more likely, there is no "official" state plan because there is no "official" EAS body because the legislature and governor haven't got around to it.
