[EAS] New EAS Rules

For one thing the need for repeating an EAN in the Bill does not seem to be well thought out. Did whomever write this bill not know that EAN captures EAS boxes until released and EAS boxes do not have unlimited store and forward? Their language about SECC's appears to move what is now a volunteer effort to formal management and oversight by 52 state governors and 3 territorial governors. NAB apparently supports this. No one asked the SECC's for input. Some feel the "parent" legislation may go away with the end of the current legislative season. Thinking that might be a good thing until there is time to rethink if the collateral good outweighs the collateral damage...
