        There is an editorial in the Wall Street Journal today
        that explains things a bit more clearly: apparently,
        politics has played a part, with demands to put money
        into "renewable" energy and giving discounts to
        poor people... being put ahead of maintenance. 

        I'm the last person to defend a utility that let
        such a situation to develop, but in the People's
        Republic of CA, not all is as straightforward as
        Lombard Street. 

        ... and none of which explains the reliance on 
        Internet, VoiP, and reverse 911...
