[EAS] Communication Services Down

If I lived in a PG&E zone, when this fiasco was over, I would be calling one
of the local solar installation companies, then Tesla for a couple Powerwall
2's.  Once installed, I would have PG&E pull my meter.  The lack of
reliability and deferred maintenance of their network over several years,
not to mention the failing infrastructure starting fires, means they've
failed as a viable utility that I'm no longer bound to support.
