[EAS] READI Act re-introduced in Senate

The READI bill has been added to the Senate Commerce Committee's markup 
agenda for November 13, 2019 at 10am.  Its #15 on the agenda.

Since this is the second time for this bill, and it already passed in the 
last legislative session, its appears to be on the Senate fast-track.
