Another state using WEA as a Be-On-The-Lookout super-tweet, instead of
imminent threat to the public. Yes, if it was my child, I would want
authorities to do everything to find him. But my expectation it will
drive more people in Florida to disable alerts on their phones.
And then how will authorities alert the public when there is an actual
imminent threat to the public?
Arizona's missing child alert is a better implementation. Arizona uses
the ADR - Administrative Message for non-abduction missing person
messages.

Wireless Emergency Alert (WEA, cell phone alert), between the hours
of 7a.m. and 10 p.m.
A WEA may be used when law enforcement has a reasonable belief that the
child can be located within a defined geographic area.
