[EAS] READI Act re-introduced in Senate

Page 6 is really the intent of the bill after various false alerts which
have plagued many states...including Illinois. The rest of the bill seeks
to hold officials accountable.  But how remains undefined.

I also find it interesting the clause on Page 6, Lines 8-10 regarding the
prohibition of a single individual from initiating an alert.  HUH? 
Sometimes there is only one person in the room....the first one arriving
or the other is in the head or getting a bite to eat. We're not launching
missiles here...ooops...wrong analogy.

I find the codification of the SECC nice...but. As others have opined,
it's a toothless critter without the rest of government in each area
covered by a plan to train and be involved at the operational level.
