I would simply state in the station operating log that the EAS box is
not yet up to date with the certificate for IPAWS/CAP. You can log any
malfunction of the EAS box in the log, (either for up to 30 or 60 days,
can't remember). When I move stations, I'll log the EAS out of service
for the few hours or days till it gets into the new place, and you are
covered. The time squeeze situation was created by the fact that the
feds just came out with the new certificate last week.
