[EAS] Sage Update Available

What's the protocol for the stations who aren't going to be able to beat this deadline? File exceptions? Note it in station logs? Many state universities for instance cannot "pre-order" due to purchasing rules, and getting PO's issued is a PITA that takes a few days in most cases...

Someone really needs to be held accountable for this blunder...
