[EAS] HD developer proposal for EAS

This is something I was expecting for some time. A flailing attempt to
make HD Radio(TM) relevant....for the first time.
Outside of the current major groups, HD is not growing at a rate which
would reach critical mass any time soon. Small market and low revenue
stations don't have the budget or resources to make this fly. So it's a
non-starter right out the door for radio in general.
I still believe basic message relay on FM is best suited for the more
universal RDS and AM by using the area below 25Hz for a low data rate, but
constant stream transmission. Tight enough IF's make reception of the AM
coverage for event codes possible at great distances and trying reception
conditions. The EAN message code dissemination would covered by the PEP
stations alone.
To me, the proposal is simply a cash grab as stations would need to sign
$xx,xxx licensing agreements with Xperi. Who would supply the decoders?
And who would pay for the firmware updates needed in legacy receivers?
