[EAS] HD developer proposal for EAS

I've been following this thread and just now read the RW article and I'm a bit confused... I thought HDRadio alerts (CAP over HDRadio) was already a thing.  Google results show a press release from 2015 about three (then) new radios on the market supporting it.  What's the new proposal?  The article says they released a whitepaper but I can't seem to find it.  (It is not present with the other IBOC whitepapers at hdradio.com nor can I find it on Xperi's corporate website)
