[EAS] PEP conference bridge testing

After the 2011 national test, one of the problems identified was a 
feedback loop with the PEP conference distribution bridge when it bridged 
all the PEP stations.  The problem had never showed up with smaller tests.

I saw FEMA has been doing some additional tests with PEP stations before 
this year's national test.

In 2011, FEMA said it had fixed the conference bridge problem.

Anyone know if FEMA what testing FEMA has done this year, with all PEP 
stations simultaneously to verify the conference bridge loopback is fixed, 
and won't happen again?
