The problem here is everyone wants their dialect included. As I alluded
before, most countries limit the number of languages they will account for
in their programs. Not here in the USA where there are over 100 languages
or dialects spoken as a first language and each wants inclusion to satisfy
the "as close to 100% notification as possible."
That's simply not practical at an operational level. Anything past 3 is
really not practical in a true or ongoing emergency where communications
may already be compromised. It's simply too much.
Yes, the emperor is nearly naked...and the available clothes don't fit.
