The United Arab Emirates has been transmiting mobile emergency alerts 
(the same global standards used by WEA) in both Arabic and English since 
2017.

The technology works in other countries.  Its the same smartphones and 
cell standards used world wide, including in the United States of 
America. If you research the topic, you'll discover the global standards 
and technology supports more languages than U.S. emergency managers know 
how to create mesages.

The primary reason why U.S. emergency alerts only use English is because 
most U.S. emergency managers, telephone company CEOs, broadcaster CEOs and 
regulators understand English.

Its not the 1990s anymore. Its not a technical or standards problem 
anymore.
