[EAS] Riddle me this...

Last week's FEMA RWT announcing the rescheduled national test was sent to 
the All-USA FIPS code "000000".

Its not a mistake, but most EAS boxes are not configured with 000000 for 
RWTs.  They only respond to EAN and NPT with 000000 (and maybe PEP).
