[EAS] Riddle me this...

I saw the 9-20-18 RWT from CAP-IPAWS at my location. It fell into our ENDEC 3644 filter named "OTHERS". It is set up with "All Originators", "All Events" and "All Locations", the action is "Log Only" and the priority is lower than any other filter to insure it is scanned last.
Here's what the message said:
CAP Text: THIS IS A TEST. The national test originally scheduled for today at this time has been postponed to the alternate date October 3, 2018. This is a log-only message, no further action or reporting is necessary today. FCC EAS Test Reporting System (ETRS) filing will be required on October 3. THIS HAS BEEN A TEST.
