As of this past May, the firmware version must be 89-30 with the CR-REV4 certificate update, otherwise the CAP messages will be ignored.

Also, you should download the box's config and open it in ENDECset to make sure the URL of the CAP server is correct.  It should be apps.fema.gov (note there is no http or https before the URL, and there should be no extra spaces before or after the URL).  Make sure the DNS servers programmed into the box are still valid; otherwise they will not do the proper NSLOOKUP on the URL.
