[EAS] CAP Weekly Test on the 8th

Back when the IPAWS server was first launched, FEMA recommended 30 
seconds as the polling interval.  The default IPAWS server definition 
that comes with new units, and for folks that installed the first 
update that added IPAWS support, uses that 30 second value.

Since the window always exists where you can receive an analog 
message before a CAP message, setting ever smaller polling intervals 
adds overhead to the system but does not guarantee happiness.  In 
fact, if everyone polls faster, it doesn't help much at all.

The solution for NON EAN/NPT is the on demand polling discussed by 
the FCC in the BLU alert proceeding, which Sage will add in the next 
major release.

Demand polling for EAN and NPT is not yet permitted by the FCC.
