There has been an assumption in this thread that the CAP message will always
be captured on the first poll. That's not happening here. I'm told it can
take 2 or 3 polls for the message to be found and retrieved. Polling every
30 or 60 seconds can produce a delay that allows the EAS equipment to
receive the Legacy version of the EAS test or activation from the Local
Primary stations. That may not be significant in most cases, however, when
the CAP version contains a Spanish translation, our Spanish stations want
the CAP version, not the Legacy version. Our Local Primary stations have
added a 5-minute delay in rebroadcasting CAP messages to allow stations to
poll and retrieve the CAP version launched by a local official. Part 11
rules require EAS activations to be rebroadcast within 15 minutes and RMT's
must be rebroadcast within 60 minutes.
So far, this process is working well for our stations. Of course, this delay
does not apply to the EAN and NPT, only local/state CAP EAS activations.
