[EAS] CAP EAS Tests

The originators have not been able to generate CAP EAS tests. These are
experienced originators who do these tests on a regular basis. They get a
message in red text across the top of the CAP form that says something in
computer-ease that indicates OASIS doesn't recognize their address.

Coincidentally, I went to the IPAWS blogger and there are no CAP EAS tests
or activations listed since June 20th. Only two WEA messages are reported,
an AMBER Alert in Ohio and a CEM for a missing person in North Dakota.

Yes, this problem could be related to the security certificate situation,
but it could also be the result of a couple of problems that have hit the
IPAWS Lab. There was a pretty big power surge earlier this week that
apparently "fried" some equipment in the lab, then Wednesday or Thursday a
construction truck took out their Cox Cable Internet line, along with
several associated utility poles...another case of "backhoe fade".
