Adrienne: Is the problem with generating the tests? Or is the problem that the test is transmitted, but a number of locations are not receiving the test? An out of the box guess from a computer know-nothing: Could this be some unintended consequence of the "certificate updates" we just went through with both Sage and Monroe/Dasdec decoders?
