How would repeats work?

Announce the same message twice between one set of duck farts?
Non EAN alerts will get cut off after two minutes (or whatever you set your cutoff time to.)
Possibly less information would be contained within an alert that had to be repeated.

Or create two separate full alerts for each event?
That will go over big with management.
In a world where stations are already relaying "too many" EAS alerts, that will just make stations drop more of the voluntary alerts.
