The FCC CSRIC working group on the Comprehensive Re-imaging of Emergency 
Alerting recently published their final report.

Appendix A "Alert Originators Use Cases" has mini-stories how public 
safety representatives think the ideal public alerting should work.

I think the READI Act's "repeat" requirement is stuck in the world of 
linear radio and TV programming. If the public doesn't already expect, 
I think the public will soon expect to get relevant emergency information 
on-demand -- not waiting for a radio or TV station to repeat it -- on 
whatever smart device they have access, wherever they are. Studying 
how the entire public alerting process works end-to-end, from how incident 
commander decides to activate it all the way how the individual member of 
the public can use it.
