[EAS] 'improving' EAS

I've worked with some of the county folks in Wyoming - like Teton County.  I am genuinely impressed with guys like that - they really, really understand the scope, limitation, and potential of EAS and WEA.  So, yes, definitely, some agencies get FRW and how EAS/WEA can best be used.

Others ... not so much.
