[EAS] 'improving' EAS

[Walter R. Fletcher]

Albany County (Wyoming) issued an FRW July 10 to evacuate
the area around Fox Park, Wold, Wycolo, and Mountain Home
areas during the Badger Creek fire.  Apparently some agencies
are aware of the FRW event and it's uses.
