[EAS] 'improving' EAS

Yup...Kill the messenger....  It boils down to that.  The guy at the
bottom of the hill always looses.

I find it utterly ironic the FCC (and the prevailing party in power at the
moment) wants to deregulate so many things. Yet they now foist this heap
of steaming.......upon Part 73 and 74 licensees and Part 78 operators.

Something not mentioned yet is whether/how LPFM's would report such
messages should they relay them. Do any of them even know what EAS means?

With each of these mandates, there is ever less carrot to entice this
horse to do anything more than minimally required.
