It's a misconception that the FCC mandates SECCs.  There are only a couple of references to SECCs in the Part 11 rules - something to the effect of EAS participants should follow the monitoring assignments set forth in their state plan, which is developed by their SECC - and nowhere is SECC defined.  This is perhaps why there are a few states that don't have functioning SECCs.
