But it often is not the case that training is the prime responsibility.
SECC's (mandated by the FCC FWIW) or LECC's (if anyone bothers) seem to think that once they've drafted a plan and had it approved, their work is done.
Training? "Well who's going to do that? And who's going to pay for it?"
These committees are lucky to get support from their state. Sometimes nothing gets done unless someone on the committee pays for something out of their own pocket. Why can't the same government that mandates this at least pony up something to help those committees carry out basic functions? Why should committees have to stand at an intersection holding a "will warn for food" sign?
Sometimes these committees stagnate from having the same old bunch running the show for years on end, or having one person who makes all the decisions and everyone else rubber stamps them. They often are not interested in outside input and think what they've come up with, in their little bubble is the best, and in some cases, the only way to do something. Their is little consideration for how stations are impacted.
I'm not saying there shouldn't be some continuity of membership. It may be difficult to find people to serve who are qualified and motivated. In your case Clay, what you have going on works well. But not everyone is so fortunate to have what you've have in your state.
The bottom line is that from the top down, alerting is not the priority many profess it to be. There are a few individual like yourself that put alerting first and continue to beat the drum. (Thank you for that, BTW.) But only when something goes terribly wrong does anyone get motivated to try to do something. And then they only want a quick fix that further complicates things for everyone without really addressing the actual problem.
