[EAS] Event Codes SVS and DSW

A statement is not intended to be a warning, and vice versa. In the list
of EAS event codes, I noted that SVE appears twice in the list (and I'm not
sure this is a recent change):
Severe Weather Statement - SVS - Operational
Snow Squall Warning - SVS - Operational
This is problematic, because Part 11 (at 11.31(e) ) specifies that SVS is a
"Severe Weather Statement." So NWS needs to go to FCC to petition a change
in event code, or petition for a new event code.
Stations generally are not going to air "statements" even if they were
disposed to airing a snow squall warning.
Can anyone from NWS monitoring the list clarify?
