[EAS] Event Codes SVS and DSW

More over, NWS does not tone out SVS on the NWR during warm weather severe
events. At least they don't here.

This is going to present exceedingly confusing operational conditions to
entities monitoring the NWR which can see both types of weather.

FWIW, it appears the FCC added these two codes with the BLU by
administrative action on 1/18/18. This doesn't square with the embedded
event code list in most station devices.

Talk about the left hand doing something without the right hand knowing...
