Art - Not alarmed or surprised at all and don't think we should be.
Barry - I take issue with your comment that " it shows the regard the EMs have for the EAS." I think this goes both ways! It comes down to relationships. In addition, The EAS community and media in general need to cool the attitude of we are king and the only way to communicate your message.
I would question if that similar message happened in the Chicago area would the LP1 of passed it on? How many stations would of forwarded the CDW or even the ADR that followed.
I have first-hand knowledge of a county's response to a blizzard a couple of years ago in particular the usage of social media and EAS. The method would most likely change as the knowledge of systems operating such as cell towers in the county.
The NWS had issued all the normal weather messages of how bad the storm was. Shortly after 10:00 officials decided, it was a losing battle to keep the roads open. County highway stationed plows at the County's ambulance and some of the rural fire departments effectively closing down the county.
The Emergency Manager who is very supportive and knowledgeable of EAS decided to hold off sending the EAS alert for around 10 minutes so it was later in the news (both TV stations local news was 10:00 - 10:30) not to interrupt the weather reporting they were doing a such a superb job. They immediately went to social media and sending press releases. He then texted the 2 local stations producers letting them know an EAS was coming between 10:20 and 10:25. The both responded got your EM tweet covering it now. The EAS came during the sports giving the stations time to follow-up and re-inforce the severity at the end of the news.
In fact the formal press release especially for EOC events have been cut in half since the media follows the WEA alerts, the opt in county notification, the public tweets from EM, and a selective non-public (primary media) tweets. The response form the media is very positive as one told him who knows how long the press release faxed or emailed would sit before anyone sees it.

I would think that there are others in the Governors administration who could have put out such a tweet on behalf of the Governor instead of he actually doing it himself. Gosh, does he personally write all of his letters and does he personally sign each bit of correspondence that goes out? Does he answer all of his phone calls without them going through a receptionist first? I'll bet he even drives himself to work and brings his own lunch in a paper bag that he packed himself.
