Yes,my inference is that this was a locally generated script in front of whatever software was in use.  Wouldn't be the first time a user added "convenience" feature defeated the engineering of the system.

Be that as it may, I'm urging FEMA and the FCC to require usability testing of IPAWS tools, and preferably to create a non-commercial "reference implementation" to serve as a gold standard.  Several of the major EAS equipment providers have joined me in that call.
