[EAS] Hawaii Missile Alert Culprit

I am forwarding a comment by my Vice President Engineering and 
General and Regulatory Counsel Philip M. Kane, PE, Esq:

I still say - why didn't the system require that TWO People have to
execute the "launch" command using separate devices within 1/2 second of
each other as was done with the SAC Alert and Warning System  when yours
truly was one of the design and test engineers - early '60s.

"Skybird, Skybird, Do Not Answer....."

While two bodies might be an issue at some agencies why can't the 
software start with a screen that says:

ARE YOU REALLY SURE YOU WANT TO DO THIS?

[TEXT OF MESSAGE]

Then asks that you enter the word YES (not just click on it) and your password.

That should give any doofus (a/k/a "Homer") a chance to stop the 
alert message without causing a delay.

As my old friend and colleague Tom Croda used to say "There is no 
such thing as fool-proof.  Fools are too ingenious".
