Carefully read 73.1280(a(iii)), which I cite here.

(a) Entries must be made in the station log either manually by a person
designated by the licensee who is in actual charge of the transmitting
apparatus, or by automatic devices meeting the requirements of paragraph
(b) of this section.....

(iii) An entry of each test and activation of the Emergency Alert System
(EAS) pursuant to the requirement of part 11 of this chapter and the EAS
Operating Handbook. Stations may keep EAS data in a special EAS log which
shall be maintained at a convenient location; however, this log is
considered a part of the station log.

If I can attach the EAS box's printed log as the complete record of all
EAS activity to the Station Log document, then are hand entries a moot
point as may be provisioned in Sub-Para. (iii) and Para. (b) of the rule?
Such is unclear as (b) is for remote controls. Not for EAS logging.

My read of the rules is we are required to make hand entries on the
Station Log document of all EAS activity in the box, sign and date/time
them as has always been done back to EBS days and we may attach
supplemental machine entries as proof.

I welcome reading a policy document which more forthrightly spells out our
logging obligations.  Particularly as more AHJ's start involving
themselves in IPAWS/EAS and sending tests.
