When FEMA first started testing IPAWS on a weekly basis, I asked for guidance on logging the tests from the FCC.  I was told "informally" that they are considered "special" tests, which, under Part 11 rules, must be logged.  The state associations have since asked, through comments on rulemakings, for clarification of this.  No response yet.

To your other question, Maine has an updated and approved EAS plan.  We received FCC approval last month.  Several other states have too.  I don't know about Nebraska.
