I don't disagree with the premise that only codes in a given area's plan 
should be sent. However, that still doesn't negate the reality Part 73
licensees must log all EAS activity as part of the compulsory Station Log.
 The rules don't segregate which message types are to be logged and which
one's are exempt.  Never mind the reality that if they chose to send
RWT's, it's hard to dispute not logging a message from one AHJ and logging
others (stations and NWS.)
