Four hands....  Each of two people spaced 6 ft. apart must lift a cover
and actuate a momentary N-O toggle switch with one hand and turn a keyed
spring loaded N-O switch spaced no less than 18" from the first switch. 
All four switches form a single series circuit triggering a 30 second
software clock permitting the pre-formatted alert to be sent.

Much the same protocol for launching bigger and badder things. Everything
is readied for the event, and the then two officers with permission to
activate do so in unison.

Now sure, this might create a delay in sending an event. But depending on
the staffed EOC, it should already be staffed with sufficient people to
not materially delay the event's transmission.
