[EAS] Hawaii Investigation

Chairman Pai has seen activation of multiple alert systems.  Not saying that
he personally is an expert in any manner, but (1) he has staff and (2) he is
bit of a techie that has gotten first hand demos of a number of systems.

At the same time, does it concern us that a good number of broadcasters and
cable operators don't really know how CAP EAS/WEA is issued?

Does it concern anyone else that, with all due respect, Chairman Pai
probably doesn't know how to issue a CAP EAS/WEA Alert? I think that's
critical considering that the reports are that someone "pushed the wrong
button".
