[EAS] False EM alarm in HI

Anyone know which front end HI EM uses for EAS and/or WEA origination?  

I ask because I'm skeptical of the Governor's claim that "someone pushed the
wrong button."  It seems more likely to me that someone chose the wrong
template a couple of screens before hitting the final "Return" or mouse
click for "Send."

Of course, had someone left a PC sitting on the final activation screen, the
"wrong button" explanation would make more sense.
