[EAS] False EM alarm in HI

I was told, off the record that '...at EOC, there is a shift change
early on weekends, and the cleaning folks wiped off a control console
or keyboard and triggered a 1/4 alert, setting the cell phone and
twitter automated calls. It takes more than one staff person to
trigger a real alert. The real shame is it took those idiots 38
minutes to issue a stand down."

The TV alerts were only on cable - "...the scroll is from the former
Time-Warner_Oceanic Cable (now spectrum)."
So, the console was not left 'locked' and password protected?

The system is severely broken, and everyone with even a limited bit of
understand it knows it - CAP/IPAWS/CMAS/NWS are not in synch - and
NWS, who uses EAS 98.999 percent of the time, cannot comply with CAP
2.
This is a truly botched system, which can only be fixed by political,
not technical solutions. NO LISTENER should trust it in any way - why
we keep on with this massive self flagellation (yes, that means
jacking off) about this is ridiculous paradigm is inexcusably and it
needs to be fixed once and for all.
If the only 'end game' is for various 'contractors' to make a crap
load of money, then everything is wrong, broken, and needs to be
reworked.
