[EAS] False EM alarm in HI

Not unlike the diagnosis of "pilot error" that used to be a quick way of disposing of blame in air crashes, it feels like a bit of blaming-the-victim to rush to a judgement that today's snafu could be remedied with training and more complicated procedures.

Before we blame either the watchstanders or the housekeeping staff I'd like to know more about how the controls were set up.  Everyone's a Homer now and again... that's why guns have safeties.  Were the safeties adequate in this case?
